The 10th Conference of the EU–Latin America and the Caribbean Decentralised Cooperation Observatory took place in Barcelona on 7–8 May, bringing together around 120 experts, local government representatives, networks, international organisations and cooperation professionals. Organised by the Barcelona Provincial Council, the conference focused on the future of decentralised cooperation in an increasingly uncertain and unequal global context.
Discussions explored the impact of rising inequality, geopolitical tensions and changing international relations on cooperation efforts. Participants highlighted the crucial role of local governments in addressing global challenges such as climate change, social inequality and democratic governance, while emphasising the need for stronger political recognition, resources and partnerships.
The conference also examined how decentralised cooperation can support rights-based and feminist approaches to local public policies. Participants called for renewed narratives and alliances centred on human rights, global justice and collaboration between territories, while warning of the risks posed by weakening multilateralism and the recentralisation of power.
The event reaffirmed the strategic role of the EU–LAC Decentralised Cooperation Observatory as a platform for dialogue, knowledge exchange and collective action. In a rapidly changing global environment, the Observatory continues to support local governments in strengthening democratic and inclusive forms of international cooperation.
