The international development cooperation landscape is changing rapidly. Budgets are shrinking, priorities are shifting, and cooperation is increasingly shaped by geopolitical, economic, migration, trade, and security considerations.
Over the past year, CIB members have engaged in important discussions on what these developments mean for the future of Local Government Development Cooperation (LGDC), including during the 2025 CIB Annual Meeting in Tunis and the presentation of the UCLG-CIB Action Paper during the March 2026 CIB Quarterly Meeting.
A clear message emerged from these exchanges: the local government sector cannot respond with business as usual.
Building on the momentum of the Action Paper, this session will move the discussion from diagnosis to practice. Rather than focusing only on challenges, the meeting will provide an interactive and forward-looking space for practitioners, local governments, LGAs, and partners to exchange on how LGDC approaches are evolving in practice, which strategies and partnerships are showing promise, and how the local government sector can strengthen its positioning, cooperation models, financing approaches, and collective action moving forward.

Le paysage de la coopération internationale au développement évolue rapidement. Les budgets diminuent, les priorités changent et la coopération est de plus en plus influencée par des considérations géopolitiques, économiques, migratoires, commerciales et sécuritaires.
Au cours de l’année écoulée, les membres du CIB ont mené d’importantes réflexions sur les implications de ces évolutions pour l’avenir de la coopération internationale des gouvernements locaux (LGDC), notamment lors de la Réunion annuelle 2025 du CIB à Tunis ainsi qu’à l’occasion de la présentation du UCLG-CIB Action Paper lors de la Réunion trimestrielle du CIB en mars 2026.
Un message clair est ressorti de ces échanges: le secteur des gouvernements locaux ne peut pas continuer selon les approches habituelles.
S’appuyant sur la dynamique créée par l’Action Paper, cette session vise à faire évoluer la discussion du diagnostic vers la pratique. Au-delà des seuls défis, la réunion offrira un espace interactif et tourné vers l’avenir, permettant aux praticiens, gouvernements locaux, associations de gouvernements locaux (LGA) et partenaires d’échanger sur l’évolution concrète des approches de la LGDC, les stratégies et partenariats prometteurs, ainsi que sur les moyens de renforcer le positionnement du secteur des gouvernements locaux, ses modèles de coopération, ses approches de financement et son action collective pour l’avenir.
